BOLIVIA: 30 Jan. UPDATE: 18 Dead In Santa Cruz Highrise Collapse; Evo Shuffles Cabinet, Drops 3 Ministers; Coca Leaf Chew-in Protest.

  Some 85 rescuers from Argentina, Chile, Mexico and Peru uncovered the bodies of the last of seven workers from a 10-story collapsed building in Santa Cruz... bringing the death toll to 18.
    Nine workers were also injured after workers tried to repair cracks in the walls of the uncompleted structure.

UPDATED: LONG ANALYSIS:  President Evo Morales recently reshuffled his cabinet of 20 ministers, dropping 3. He replaced his production, environment and energy ministers less than a month after major protests broke-out over the end of fuel subsidies.
 But even his loyal followers are now questioning his 5 year term so far as his approval rating has plummeted to 36% from nearly 70% at the beginning.
   They complain that Evo has bungled the economy, alienated foreign investors and favored political cronies over technocrats.
