After seven years, have Colombia's efforts to stop rebel violence come to an abrupt halt with the capture and bold murder of 69-year-old provincial Gov. Luis Francisco Cuéllar? ``The FARC seem to be bouncing back,''said think tank director León Valencia. ``The decline of the democratic security policy has begun.''
