CZECH REP : PM Necas Suffers Big Loss.

     Voters punished young PM Petr Necas and his party for austerity measures and its scandals.
     His Civic Democrats garnered only 12.3% of the national vote...50% less than in 2008.
     Necas must now scramble for MP votes to keep his post.
     The Communist Party posted the biggest gains.
