     A gas explosion caused the sudden collapse of a 9-story apartment building in Astrakhan in southern Russia.
     The latest report is that 10 died...and 12 were injured...with all accounted for.
     PM Putin ordered a probe...while touring the explosion site.
     He also ordered the building's apartments to be evacuated...and new housing for displaced residents.
