Beograd must improve tense relations with Kosovo...says the European Commission.
Serbia's President Boris Tadic (left) said he hoped to resolve problems with Kosovo over customs controls and border crossings.
For little Montenegro there was also good news.
The commission commended Montenegro for 'good progress' in fighting corruption and organised crime...and urged opening talks for EU membership.
