PARAGUAY : Ex-Pats Closer To Voting Rights After Referendum Passes Overwhelmingly.

     About 90% of voters approved a referendum that would allow ex-pats living overseas to vote in elections.
     However, only 10% of the population voted in the referendum.
     Now the congress must discuss the issue...before it is introduced as a constitutional amendment.
     President Fernando Lugo (above) calls the vote an historic civil rights effort.
     An estimated 500.000 to 700.000 Paraguayans live abroad...out of a population of 7 million.
     Most ex-pats live in Argentina, Spain and the USA.
