ECUADOR: Correa Using Army To Supplant Police...And Fight Growing Narco Violence.

     Ecuador has grown into an important transit point for narco gangs...and is suffering from increasing crime.
     President Rafael Correa has responded by using his army to boost policing...and some say...blurring the lines of appropriate use of the military.
     Some military officials maintain that soldiers lack human rights training needed for urban violence deployment.
