The arrival of the giant Chinese-built Scarabeo 9...so integral for new exploration in Cuban waters...has been delayed again.
It may not reach Cuba until the second half of December...delaying the first well's start until January.
The Scarabeo 9 departed from Singapore in late August.
It is now reportedly off the coast of West Africa.
When it arrives...it will be used to drill at least 3 wells...in attempts to tap into what experts say are conservative estimates...2bn bbls of usable oil.
