     A regional court overturned a June suspension against building a giant hydroelectric dam complex Patagonia's wilderness.
     The $2.9 billion HidroAysen project of 5 dams is opposed by environmentalists and a majority of Chileans.
     It would flood 6,000 hectares/15,000 acres of wild uninhabited land.
     President Pinera argues that it will increase power capacity by 20%...and head off shortages.
     Last week...10 million people there briefly suffered from 3 separate blackouts.
