Despite President Evo Morales' promise to begin to store some foods especially sugar, labor unions led the second national protest in less than two months.
Cochabamba's street were barricaded and thousands marched in La Paz, Santa Cruz, Oruro, Potosi and Sucre.
Protesters want Morales to increase salaries and reverse rising food and service prices.
