Twenty-six mental patients died from hypothermia in a hospital during the cold snap this week, said a human rights activist. Elizardo Sánchez called it "criminal negligence."
The deaths happened overnight when the temperature near the Havana Psychiatric Hospital dropped to 38.6 degrees.
