There's a bright spot in Eastern Europe for the EU's 2 poorest EU members.
Tech talent.
Not just those dreaded...universally hated hackers...but bright young programmers...now sought by many multinationals.
Since 2007...IT in Romania is up by 45%...and up by 80% in Bulgaria...far outpacing other former communist nations...which only grew by about 20%.
But plenty of hackers there still sow fear...and big online losses.
Romanian hackers pilfered an estimated $1 billion from USA accounts in 2012...and trail only China in hacking attacks.
