When is a deal...not a deal?
After Minsk proclaimed a 2013 increase in oil supplies to 23 million tons...Moscow quickly announced a much lower figure...18.5 million tons...an actual cut in supplies.
Relations are also going badly with Kyiv.
Putin criticized Ukraine's attempt to play both sides over nat gas deliveries...and may have caused President Viktor Yanukovych to cancel a Moscow visit.
It could also mean bad news for the cold weather energy needs of EU...because Moscow has never struggled over energy transit issues with both nations at the same time.
