     The EU's chief auditors say that its Kosovo mission...per capita the biggest recipient of EU aid...is highly inefficient.
      They also report that the territory continues to suffer from corruption...and organized crime.
     They say that Kosovo's police and judges have shown only 'modest success.'

     AND: USA Sec. of State Hillary Clinton is visiting the Balkans...to push for its faster integration with the West.
