CHILE: 16 Homeless Die During Freeze.

     A cold snap has killed at least 16 homeless people...many in Santiago.
     The temp went as low as -8C/17.6F.
     The city has about 6,000 homeless....with another 6,000 elsewhere.
     Last winter...about 50 died...while over 150 perished in 2010.
