ARGENTINA: B.A.'s Rio Riachuelo Remains Dangerously Polluted.

   The Riachuelo river runs for 40 miles from western Buenos Aires into the Rio de la Plata.
   It is currently one of the world's most polluted waterways.
   Many nearby residents suffer skin and lung problems and lack drinking water or sewers.
   About four million people live near the waterway's basin.
   The popular tourist area La Boca is located near the Riachuelo.
  "Getting to the bottom of the Riachuelo is like sinking into a dark, frozen yogurt,"say a local diver.
   The Supreme Court ordered an official plan to clean it up in 2008 but the goals have not always been met.
