A March 2009 cable from then-U.S.Ambassador Michael McKinley (pictured) and revealed Sunday by Wikileaks speculates that Peru's new army chief Gen.Paul da Silva was involved in drug running.
Da Silva denies any drug connections and says he may take legal action against McKinley.
A prominent fishing industry leader Rolando Eugenio Velasco Heysen was arrested in October 2007 trying to export 840 kilograms of cocaine hidden in frozen fish and remains imprisoned awaiting trial.
An unnamed source said da Silva had helped coordinate drug shipments.
