In a surprize move, Venezuelan President Hugo Chavez sent his Foreign Minister Nicolas Maduro to inaugural ceremonies for Colombia's new president Juan Manual Santos while outgoing President Alvaro Uribe filed charges against Chavez before the International Criminal Court in Rome for crimes against humanity. Santos has shown some independence with his cabinet appointments, a few of them even Uribe opponents.
