PARAGUAY: President Lugo Gets Martial Law-Like Power To Pursue Rebels.
AP/MIAMI HERALD/ Lawmakers gave President Fernando Lugo and the army emergency, almost martial law-like power, to go after rebels kidnappers in the north. Congress declared a 30-day emergency for a five-state region where the Paraguayan People's Army has kidnapped for ransom to help the rural poor. The measure suspends due process and allows arrests and the transfer of suspects without court approval.
