CUBA: Municipal Elections Turnout Down; Frustrations And Fears Evident.
AP/ MIAMI HERALD/ There was an increase in null and blank votes, along with slight drop in turnout in recent municipal elections that dissident Oscar Espinosa Chepe says reflects "... the state of disgust among all the people.
