CUBA: Municipal Elections Turnout Down; Frustrations And Fears Evident.
AP/ MIAMI HERALD/ There was an increase in null and blank votes, along with slight drop in turnout in recent municipal elections that dissident Oscar Espinosa Chepe says reflects "... the state of disgust among all the people. There's a lot of cynicism. The economic situation is worse each day ... and there's a state of terror, of fear in the society,'' he said. ``People are only thinking of how to save themselves.'' Rumors of massive layoffs are widespread on the island.
