Cuba And Russia Sign Oil Exploration Accord.

Cuba estimates that 20 billion barrels may lie under the Gulf of Mexico.
Others say perhaps 5 billion barrels at best.
Russia is also lending Cuba $150 million dollars to buy Russian equipment.
