BRASIL / VENEZUELA: Dilma Offers Hugo Her Best Cancer Specialists.

President Dilma Rousseff, who was treated in 2009 for lymphoma cancer, has offered to send President Hugo Chavez her nation's top cancer specialists.


On Friday, the WSJ quoted experts who speculated that Chavez was most likely suffering from colon cancer.

MH: "The president’s supporters say it’s inappropriate to talk about succession. And as Chávez met with foreign leaders Tuesday evening, and burned up his Twitter account commenting on the parade, he hardly seemed like an ailing leader. But with much unknown about the type of cancer he has, how serious it is or whether he will return to Cuba for treatment, rumors abound about a cabinet shakeup. And most of those rumors suggest that Jaua’s fate will be in the mix."

VENEZUELA: 5 JULY UPDATE: Sorpresa Gigante! Hugo Chavez Returns To Caracas.

   Despite dire predictions of 6-9 months recovery in La Habana from recent cancer surgery, President Hugo Chavez has spiked those rumors...and returned - dramatically - to Caracas.
   The notoriously unpredictable 56-year-old returned in time to celebrate Venezuela's 200th anniversary of independence from Spain.
   Much thinner, he addressed a cheering throng outside the presidential palace.
   Most TV stations had hyped his early evening address...with the catch phrase "pa'lante comandante"..."onwards commander."


  His opponents had been insisting that Hugo return or give power to Vice President Elías Jaua.  Jaua disagreed and claimed that Venezuelan law allowed Chavez to govern from outside the country for as long as six months.


   Chavez declared himself “fine” despite speculation he may still require lengthy treatment.
“Here I am, home and happy! Good morning, my beloved Venezuela,” Chavez said, punching his fist. “Now I'm going to get some rest”.


 "He is a micro-manager par excellence, convinced of his own indispensability. Thus a premature return is less surprising from Chávez than a prolonged absence," said a USA observer.

VENEZUELA / USA : 4 July UPDATE: Noam Chomsky Disputes Guardian Interview and Break With Chavez Over Concentration Of Power.

Professor Noam Chomsky is now claiming that an article based on an interview with the GUARDIAN was "dishonest" and "deceptive".


With a new link, the GUARDIAN posts the full transcript to dispute Chomsky.


In the interview, Chomsky said that Chavez has too much power and is "assaulting" Venezuela's democracy.


President Hugo Chavez has long enjoyed USA professor Noam Chomsky's praise for Venezuela's socialist revolution and echoed his denunciations of US imperialism.

"Concentration of executive power, unless it's very temporary and for specific circumstances, such as fighting world war two, is an assault on democracy. You can debate whether [Venezuela's] circumstances require it: internal circumstances and the external threat of attack, that's a legitimate debate. But my own judgment in that debate is that it does not."

Chomsky is especially disturbed by Chavez's treatment of former supreme court judge María Lourdes Afiuni.
"Judge Afiuni has suffered enough," writes Chomsky. "She has been subject to acts of violence and humiliations to undermine her human dignity. I am convinced that she must be set free."

CUBA / VENEZUELA : 3 JULY UPDATE: Hugo's Cuba Treatment Underscores Health System Woes; His Departure Would Cripple Cuba; Venezuela Reacts To News; Opposition Unprepared.

  More Venezuelans are questioning why President Hugo Chavez didn't return to Caracas for cancer treatment.
“Because he knows he could die here!” said a Caracas security guard. “What goes around comes around. He governed badly, giving away our riches to other countries. You can die in a hospital here. The health system is useless, so he had to run to Cuba.”
 Doctors there say the country’s public health system is a mess and his much touted Cuban clinics have not fared much better.
“I think initially Chávez intended to present it as a vote of confidence for the Cuban health care system — an effort to ratify his vision of health care and socialism,” said former Health Minister Rafael Orihuela.  “If he came home, he knows he’d have to go to a private clinic, where the doctors are well-trained and have access to technology. But that’s the worst message he could send: that what he built here doesn’t work.”

    As a stunned Venezuela slowly gets used to Hugo Chavez's cancer revelation...Cuba may also suffer if its benefactor dies or leaves office.

In 2011, Hugo Chavez will subsidize Cuba...by $3.5bn...most of it from oil.
He ships Cuba 115,000 bbl of oil per day.

“There would be an immediate collapse of the Cuban economy if a future Venezuelan government adopts a policy that it will no longer subsidize the sale of oil to Cuba,” claims US professor Jorge Piñón.

The drastically reduced oil provided to La Habana has never been popular in Venezuela.
In fact, a coup that briefly ousted Chavez in 2002 halted all oil shipments to Castro.

And even some younger Cubans believe Chavez's support hurts Cuba.
“They believe that the modernization of the Cuban economy was delayed because of the Venezuelan subsidies, and they don’t want to waste any more time.”

Venezuelans prepare for...and fear...a now-uncertain future.
   Even opposition analysts are wary of a succession battle if Hugo does not return from Cuba.
   Doctors speculate that Chavez has colon cancer and if true reports the WSJ... he will need 8-9 months treatment...while legally he can only stay out of the country for 6 months.
   "He looked scared," said a 48-year-old Caracas cook. "I don't think he is coming back or he would have already." Her husband said the obvious: "There are plenty of people with cancer living in Venezuela," he said.
   If cancer forces Chavez from the race, long-standing divisions could actually hurt the opposition's chances.

VENEZUELA / CUBA: 1July UPDATE: Hugo Admits To Cancer Surgery! 6 Months Recovery In Cuba Predicted.

In a 14 minute statement on national TV, President Hugo Chavez finally admitted that he had recent cancer surgery in Cuba.
Rumors about that had circulated widely...but until today...no details were given about Chavez's health challenge on 10 June.


Chavez said a malignant pelvic tumor was removed. He disclosed that he had another surgery for an unspecified cancer and said he was undergoing "complementary treatment".
There was no mention if it had spread.

 VP Elías Jaua announced that Chavez may remain in Cuba...for up to 6 months!

“It cannot be that the president is incapacitated for six months to fully exercise his duties, and nothing happens,” said Teodoro Petkoff, editor of the opposition newspaper Tal Cual. “The vice president of the republic needs to take care of this.”

It became obvious that something serious was going on when Chavez's important 5 July summit of Latin American and Caribbean leaders on Venezuela's Margarita Island was cancelled.
The summit was to be the  triumphant return of a recovering and healthy Hugo Chavez to Venezuela.
It also was to be a celebration of the 200th anniversary of Venezuela's independence from Spain...and the launch of Chavez's baby... CELAC/the Community of Latin American and Caribbean States...as an alternative to the OAS.

To combat the health and cancer rumors...both governments tried a PR offensive like 2006...when Fidel Castro got sick and was rumored to have died.
Venezuelan President Hugo Chavez re-appeared 2 weeks after surgery in La Habana...but only in a 20 minute videotaped chat with Fidel... that included short clips and fotos of the two talking outdoor.

"I saw him looking very thin. His face looked very thin," said opposition politico Gustavo Azócar. "I find it strange that state television shows the president talking with Fidel Castro, but it does not broadcast him talking to the country," he added.

VENEZUELA: 28 June UPDATE: Rumors, Rumors. It's Still All About Hugo's...Health!

Venezuelan bonds have rallied on rumors of Hugo Chavez's ill health.

There is also a new rumor that his brother Adan will take over. 
 

The media is still obsessed with the health of President Hugo Chavez, 56...that he has prostate cancer.
But his supporters tell opponents to "stop dreaming" of his death and insist he will soon be back at work.
Even WikiLeaks got into the act...since Hugo's sudden surgery in La Habana on 10 June to remove a pelvic abscess.
On Twitter, WikiLeaks Argentina claimed Chávez had died...of a heart attack in Cuba.
Miami's Nuevo Herald claimed he is in a "critical condition" citing an anonymous USA intelligence source.
An ally reports that "Chávez is recuperating and we will have him here, thank God, on 5 July" for a summit in Margarita Isla.
Also, Chavez's daughter Rosines and his grandchildren have flown to Cuba to see him.

Now an opposition newspaper columnist reports that Chavez lost 10 kilos...and was digesting liquids only during prostate cancer treatment.
 
The fact is...that Hugo just doesn't look that well in his recent fotos with Fidel.

VENEZUELA: 24 June UPDATE: Chavez Finally Breaks Silence... With Tweets; Absence Stirs Succession Question.

Usually verbose and omnipresent President Hugo Chavez, 56, finally broke his silence...on Twitter.
It was his first contact since a 10 June operation in La Habana.
But Chavez said nothing about his health.
"Today is my army's day and the sun rose brilliantly! A huge hug to my soldiers and to my beloved people," he tweeted.
His brother Aden announced that Hugo would stay in Cuba... for 12 more days.

His 2-week absence from interviews, broadcast tirades and his many Twitter postings had fed much speculation in bars and cafes.
Especially after a deadly siege that has been underway for 11 days at the El Rodeo 1 prison outside of Caracas.

"It's all very dark, opaque and mysterious," said a professor.
"It's very unclear. As a Venezuelan, I would have bet my two kidneys that Chavez would have at least said something about what happened in El Rodeo prison."

A pollster speculates:"They are trying to pass off the problem as minor, that it hit him by chance while he was in Havana and that he can rule from Cuba for a while... This could be a way to set up a triumphal return. But Chavez has to reappear soon, because otherwise it could prove dangerous to his image."

 But his unusual absence has now raised serious questions about a successor.
"Nothing will ever be the same," said political analyst Juan Carlos Zapata. "This is the first signal that Chávez has an end and that there is nobody to take over. He might come back, but nothing will be the same."

CUBA / VENEZUELA : 16 June UPDATE: Chavez's Slow Recovery In La Habana Stirs Critics And Health Fears; Blackouts Continue...With Blame Game; Rationing To Begin.

President Hugo Chavez, 56, is still recuperating in La Habana...after an operation to remove a pelvic abscess.

He is running Venezuela's government from his hospital bed...after orders to rest for several more days. Chavez couldn't predict his return to Caracas...except that “it won’t be long.”

Now the long stay-over there... is giving his critics an opportunity to attack him...for flouting the constitution and preferring Cuban doctors to Venezuelans. "Venezuela has been humiliated because we are governed from Cuba, be it by Chavez or by (Fidel) Castro," an opposition legislator shouted in Venezuela's parliament.

VENEZUELA : Hugo's Headache...Acute Housing Shortage.

   Despite 12 years in power...President Hugo Chavez has failed to increase housing.
  At least 2 million units are needed.
  And...the homeless are getting impatient.
  Last year's floods also added new 140,000 refugees needing housing.
  Chavez has proposed his 8th plan...the "Grand Housing Mission"...to build 2 million new units by 2017 with funds from higher oil prices.
 "Believe me, I have taken this personally. It's my problem, Chavez's problem,"he said.
 "I will not rest in the quest to solve the drama inherited from the curse of capitalism."

VENEZUELA: Hugo Cans Half Of State's Oil Directors...After $453 Mn Pension Ponzi Scheme Loss.

     President Hugo Chavez personally fired half of state oil's PDVSA board of directors after its pension fund lost about $453 mn usd in a Ponzi scheme linked to a Connecticut-based investor.
     USA officials report that Venezuelan-American Francisco Illaramendi used investors’ money to cover losses.
      PDVSA says it will cover all pension fund losses.

VENEZUELA / IRAN: 25 May UPDATE: After USA Sanctions National Oil Firm For Iran Trade...FM Threatens Supply.

     Venezuelan FM Nicolas Maduro has warned : “There are several proposals that are being evaluated by President Chávez to respond to the United States’ imperialist pretensions' ...and that it could no longer guarantee regular oil shipments after Washington placed sanctions on state oil giant PDVSA.
     The sanctions bar PDVSA from access to U.S. government contracts and import/export financing. 
     However, they do not affect the sale of oil to the USA, other global markets or its U.S.-based CITGO subsidiary. 
     An associate of Chávez accused the USA of trying to be "the world's policeman as it steps on the sovereignty of the people."
     Venezuela currently sends the USA about 45% of its crude. 
     The USA hopes to further disrupt Iran's fuel supplies.
     Chavez has been recovering from a knee problem since 9 May.
    The injury forced him to cancel a three-nation tour of Latin America earlier this month. He has declared that his recovery "is going to be slow."

VENEZUELA: Higher Oil Prices Fuel Q1 Growth To 4.5%...Best Since 2008.

   Venezuela's economy is emerging from recession faster than expected thanks to higher oil prices.
   Its GDP grew by 4.5%.. in Q1 vs 2010...more than twice as fast as the 1.7% many economists predicted.
  "Venezuela is turning the page and is in recovery,” said FM Jorge Giordani.
 “Growth will contribute to President Chavez’s leadership in the 2012 elections.”

COLOMBIA / ECUADOR / VENEZUELA : 11 May UPDATE: Venezuela Responds To Book Claiming FARC Financed Correa, Killed Chavez Opponents.

   Documents found in the computer files of a senior FARC commander killed in a 2008 raid detail a relationship between the rebels and Venezuela and Ecuador's governments.
    FARC was allegedly asked to work for Venezuela’s intelligence services.
    They also claim that Colombia’s FARC rebels contributed $400,000 to President Correa’s 2006 presidential bid.
   The documents are contained in a 240-page book “The FARC Files: Venezuela, Ecuador and the Secret Archive of Raúl Reyes,” published by the International Institute for Strategic Studies in London.

  Venezuela's London embassy called a report linking Hugo Chavez's government to FARC rebels as a "dodgy dossier"...recycling old unfounded allegations.

VENEZUELA : Chavez Proposes Group To Compete With OAS.

   President Hugo Chavez can be very creative when it comes to creating new blocs that compete with the USA. His first ALBA really didn't go anywhere.
    Now he is proposing a "Community of Latin American and Caribbean States"/ CALC that would comprise "all the countries of Latin America and the Caribbean without the United States, without Canada," Chavez said.
   Basically, it would compete with the OAS.
   But he has regional support beside the usual suspects.
   Representatives of 32 countries from last year's Mexican summit have expressed support for the group.
   Most importantly, Chavez has the backing of growing power Brasil.
   "We're sure that this year...we will establish the Community of Latin American and Caribbean States,"  said Brasil's FM Antonio Patriota.

COLOMBIA / VENEZUELA : Budding Amistad Leads To FARC Arrest In Caracas.

   An alleged FARC rebel was arrested in Caracas' airport after Colombia's President Juan Manuel Santos personally asked Venezuela's President Hugo Chavez for help.
    The capture of Joaquin Perez Becerra, aka Alberto Martinez, is a sign of growing cooperation since Santos took office in August.
    Former President Alvaro Uribe and Chavez detested each other...and nearly went to war in 2008.
    "It's clear that cooperation between the two governments is functioning and that Santos' strategy of diplomacy is working better than the strategy of confrontation we had in the past," said professor Alejo Vargas.

VENEZUELA: Chavez Exits Andean Trade Pact After 38 Years; Hikes Windfall Oil Tax To 95%.

   Venezuela announced that it will leave the Andean Community of Nations/CAN trade pact after 38 years.
   In 2006, President Hugo Chavez announced that Venezuela would exit the five-nation group after fellow members Peru and Colombia approved free trade deals with the USA.
   Venezuela's five years notice expires today.

ALSO:   President Hugo Chavez has hiked the 2008 oil windfall tax to take advantage of rapidly rising prices...and use the extra income for social spending...ahead of next year's election.
   Under the new rules, the government can take as much as 95%.  Previously the tax was 60% ... and only when prices reached the $100 bbl. level.

PERU: Oh, No, Ollanta! Sol Plunges As Chavez Ally Humala Takes Lead In Presidential Election.

  Peru's currency, the sol, has plunged the most in a year as a new poll reveals that leftist Ollanta Humala has surged into first place...just two weeks before the presidential election.
   Humala, a nationalist and strong ally of Hugo Chavez, garnered 21% support in a new Ipsos poll...up from  just 17% a week earlier.
    His rise has led the sol to slump 1.6% in  two weeks, the worst  emerging-market currency performance tracked by Bloomberg.
    The market has also been dumping Peru's bonds recently because of Humala's meteroic rise.

VENEZUELA: Hugo Offers Citizens More Personal Advice: Cut Calories.

     Recently, President Hugo Chavez has become a lifestyle coach.
     Sunday on TV, he urged his citizens to cut calories to avoid obesity.
     "Be careful with weight gain!" said Chavez. "We are eating better, that's been proven. We're leaving malnutrition behind. It no longer exists in the country, but be careful with obesity."
     In past weeks, Chavez has railed against the products of capitalism, including alcoholism, breast implants and violent television programs.

VENEZUELA: Swine Flu Returns... 202 Confirmed Cases; Opposition Working Rural Heartland To Defeat Chavez.

   Officials report two deaths from swine flu with 202 cases confirmed said Health minister Eugenia Sader (pictured).
   82 cases are confirmed in the state of Merida.
   In Caracas, 49 people were also diagnosed with H1N1 swine flu.


AND:     President Hugo Chavez's opposition will soon hold a primary vote to choose a single candidate to challenge him next year. Several potential candidates including Leopoldo Lopez, 39, (pictured) are working the rural heartland trying to capitalize on the growing frustration with Chavez's programs, soaring crime and runaway inflation.
    Chavez's response: "Choose your candidate. We're waiting for you."
