BULGARIA / RUSSIA : Moscow Hits Sofia With $1.3 Billion Claim For Failed Nuke.

      Yesterday...Russia's state-run atomic agency gave Sofia a rude gift...a $1.3 billion compensation claim... for canceling work on its 2,000 megawatt...$6 billion euro nuclear plant at Belene.
      Bulgaria now threatens to stall Russia's important South Stream gas pipeline.
      Sofia says it will see Moscow in international arbitration court.
