     Bureaucrats!
     The bane of many travelers...became a true nightmare for Cuban Luis Cespedes.
      Cespedes spent 2 months sailing the Baltic Sea...back and forth between Russia and Finland...because both countries denied his entry.
     All because of an expired Schengen visa.
     Though of Cuban ancestry...Cespedes was born in Russia...and is married to a Russian woman.
     But Russian officials continually refused to accept his entry.
     Finally...he was allowed into Russia...but it seems...only temporarily.
