As the Bogota River overflows its banks from recent rains...some streets in the capital are 1 meter/3 feet deep with water.
As many families evacuate newly submerged homes...others attempt looting at night.
Officials estimate that homes of 45,196 people have been flooded in Bosa and the nearby town of Ciudad Kennedy...with more than 500 vehicles underwater.
Mayor Clara Lopez describes the flooding as '10 times worse' than last year.
Rains since 1 Sept. have caused at least 140 deaths.
