After a rash of recent guerrilla attacks that killed police, robbed banks and took citizens for ransom, the government declared a 'state of exception' and sent troops to the city of Concepcion and 2 troubled northern provinces.
Recently there have been demonstrations in Concepcion and San Pedro demanding the intervention of the army to end the violence and threats from EPP ‘criminal gangs'.
