VENEZUELA : 11May UPDATE: Rationing Begins After Blackouts In Oil Producing States.

    An official announced that power would be cut off for three hours a day in 19 of the country's 23 states.
    Most power had been restored after the second major blackout in a month knocked out power in 10 important oil-producing western states.
    Officials report that the states of Tachira, Merida, Trujillo and Barinas were “totally” affected by the blackout.
    On 7 April, a blackout affected Caracas and 15 states.
