In what may be the most surprizing reform yet, the government announced that is studying a plan that allows its citizens to leave the isla as tourists...for the first time in more than 50 years.
That item is one of 313 reforms approved by a Congress of the Communist Party in April...and published in a tabloid size 48-page booklet today.
However, no further details or an implementation date for tourist travel reform are provided.
Currently, authorization for foreign travel costs around $400 and is severely limited.
Many Cubans already receive permission to travel abroad to countries that will give them visas but the “white cards” are often denied to dissidents, physicians, minors and members of the military.
