Narco terrorists continue to be set free because of Mexico's inept justice system, still basically a version of "Catch and Release."
There are still are fundamental defects in its criminal justice system, including the country's ministerios publicos, poorly paid combo detectives and prosecutors who often lack training and may take bribes or to let criminals go to escape retaliation.
"This is the weak link of the Mexican criminal justice system," said law professor John Mill Ackerman. "If the ministerio publico doesn't do its job right — even if you have an honest judge — you're not going to be able to convict."
