PERU: State Of Emergency Declared After 100's Of Children Die From Severe Cold.

GUARDIAN/     Officials report that 409 people, mostly children, have died from severe cold and a state of emergency has been declared. Temperatures dropped to a 50-year low; in 16 of Peru's 25 regions, temperatures have fallen below -24C and more cold is forecast.
