VENEZUELA: Chavez Declares Energy "State Of Emergency."
BBC/ As his government buys generators from Brazil and China after rolling blackouts failed to prevent dam-water levels from dropping, President Hugo Chavez has declared an energy "state of emergency" to respond to the crisis. New measures were announced to penalize households and businesses that consume more than allowed levels. Chavez has also begun a new radio program called “Suddenly With Chavez,” that allows him access to ALL broadcast channels...at any time.
