VENEZUELA: Chavez Declares Energy "State Of Emergency."
BBC/ As his government buys generators from Brazil and China after rolling blackouts failed to prevent dam-water levels from dropping, President Hugo Chavez has declared an energy "state of emergency" to respond to the crisis. Chavez has also begun a new radio program called “Suddenly With Chavez,” that allows him access to ALL broadcast channels...at any time.
