COLOMBIA: Police Arrest 12 After American In Cali Is Rescued From Kidnappers.

COLOMBIA REPORTS/   Twelve were arrested and eleven charged with kidnapping a U.S. citizen in Cali. Police say Robert Paul Simmons was in a taxi in the San Fernando district when armed men stopped the car and forced Simmons to withdraw more than $750 from an ATM. Simmons was held in a Cali suburb until he was freed by Colombia's national police.
