"El Teo," Teodoro Garcia Simental, aka El Pozolero, or "the stew maker," responsible for many kidnappings and at least 300 deaths by massacre and brutal beheading, was quietly captured in La Paz, Baja. The 30-year-old terrorized Tijuana for years employed by various drug gangs. Aided by the U.S., Mexican authorities tracked Garcia down after five months of surveillance.
"It's a very good day for Tijuana," said a former resident who moved to San Diego after a family member was kidnapped by Garcia's crew in 2005. "He caused great pain to so many people."
