Relaxed Obama Rules May Doom Cuba Mules.

President Bush's 2004 strict travel, money and package restrictions created a cottage industry of mules, illegal couriers who carried money and goods beyond legal limits--for a fee. The mule industry may be on its way out because of Obama's loosening of restrictions on travel, sending money and packages to Cuba.
