An excellent summary of the issues surrounding a special summit of Latin Americans leaders in Argentina.

The main issue, allowing the U.S. to use at least seven military bases for counternarcotics and counterinsurgency operations, has been attacked by Ecuador, Bolivia and Venezuela, but is also causing distress in Chile, Argentina and Brasil.
