Petrobras/Venezuelan Refinery Costs Triple!

Petrobras admits that the cost of a joint-venture refinery with Venezuela’s PDVSA being built in Pernambuco, Brasil will total $12 billion, or nearly THREE TIMES more than initially estimated.
