Valparaiso was near the center of Chile's deadly and destructive 8.8 quake in 2010.
Now it is reeling from violent clashes with police by small scale fishermen protesting a new bill they claim favors large scale fishing companies with quotas and conditions.
The bill is due to become law next year...after debate.
The protesters have destroyed an 18 meter fishing boat in the port of Coronel valued at $200 million pesos.
