At least 21 bodies, all males between 25 and 30, were found strewn around outside the city limits of Morelia in Michoacan.
Warning notes attached to the bodies said: "Because society asked for it, this is going to happen to those who continue to rob houses, kidnappers and rapists."
Police said some bodies were piled together, faces taped-over and showing signs of torture.
