Cuba's Long Hot Summer...of More Blackouts.

Cuba just got a lot tougher on electricity usage.

The state is increasing monitoring of individuals...as well as businesses...with surprize visits...to curtail excessive useage found in the first four months of 2009.

Cubans thought blackouts ("apagones") of the past were over...until the new measures to limit electricity useage were recently introduced.
