CHILE :16 Feb UPDATE: Man Confesses To Starting Wild Fires; Over 100 Homes Destroyed, 1,200 Displaced Near Valparaiso; Pinera Tours Area.

     AP reports that a welder has been arrested after confessing to starting the wild fires that burned out of control near Valparaiso.
     The 27 year-old man..says his torch accidentally ignited the blaze...while he was cutting steel.
      President Sebastian Pinera toured the fire stricken area near the port city...where over 100 homes were destroyed...and some 1,200 people were displaced.
     He vowed to rebuild the area.
     At least 27 were injured during the fire that began Thursday.
