      Why?

    The congress there has approved one of former leftist rebel Pepe Mujica's controversial measures...to legally sell citizens enough marijuana to roll about 20 cigarettes per month.
    The state will soon allow the monthly sale and monitoring of 40 grams/1.4 oz...for each citizen...at a cost of about $34.
    Polling shows that 60% of Uruguayans disapprove of the measure.
