A long delayed deal has been struck with Tajikistan...the poorest of 15 ex-Soviet republics...and Moscow...extending for 49 years...the lease of a Russian military base there... important for stopping the flow of drugs and militants.
No compensation will be paid...but Moscow will supply weapons.
The base houses 6,000 Russian troops.
