      Russia's top military command declared a thinly veiled threat of pre-emptive strikes against NATO's proposed new missile defense system in Poland and Romania.
      Army Chief Gen. Nikolai Makarov told a conference that Russia still considers NATO's missiles in Eastern Europe a threat to its security. 
     The missiles are scheduled for completion in 2020.
