A new agreement with mining companies will raise its annual governmental payments...to about $1b.
Companies currently pay royalties of between 1% and 3%...on sales.
The new tax will be applied to operating profits...not sales....which please the miners.
In 2010 miners paid $646m in royalties...a rate of 30%.
