VENEZUELA : Hugo's Headache...Acute Housing Shortage.

   Despite 12 years in power...President Hugo Chavez has failed to increase housing.
  At least 2 million units are needed.
  And...the homeless are getting impatient.
  Last year's floods also added new 140,000 refugees needing housing.
  Chavez has proposed his 8th plan...the "Grand Housing Mission"...to build 2 million new units by 2017 with funds from higher oil prices.
 "Believe me, I have taken this personally. It's my problem, Chavez's problem,"he said.
 "I will not rest in the quest to solve the drama inherited from the curse of capitalism."
