President Hugo Chavez can be very creative when it comes to creating new blocs that compete with the USA. His first ALBA really didn't go anywhere.
Now he is proposing a "Community of Latin American and Caribbean States"/ CALC that would comprise "all the countries of Latin America and the Caribbean without the United States, without Canada," Chavez said.
Basically, it would compete with the OAS.
But he has regional support beside the usual suspects.
Representatives of 32 countries from last year's Mexican summit have expressed support for the group.
Most importantly, Chavez has the backing of growing power Brasil.
"We're sure that this year...we will establish the Community of Latin American and Caribbean States," said Brasil's FM Antonio Patriota.
