The Pacific Alliance - composed of Peru, Colombia, Mexico and Chile - formally came into existence with signing of a pact that creates a bloc for "deep integration" to promote growth and economic competitiveness.
"This is a historic step toward the modernization of our continent and toward the social development and justice for our people," said Peru's President Alan Garcia.
The new agreement adds to existing FTAs among the nations.
Panama has the option to join to the group.
