Now a Sao Paulo judge says he has passed a basic literacy test.
Francisco Oliveira Silva, 45, aka Tiririca or Grumpy, won more votes than any other candidate for congress, some 1.3 million votes campaigning with slogans such as: "It can't get any worse."
