Before being elected president in 2005, Bolivia's president Evo Morales helped lead protests against a plan to export Bolivian natural gas to the U.S. from a port in Chile.
Today Morales is planning to witness the rescue of Bolivian Carlos Mamani,(pictured) 24, and the other 32 miners trapped underground for 68 days.
Though relations between the countries have improved, they are still strained by Bolivia’s claim to territory that would finally give it access to the sea, and by Chile’s resistance to the claim.
