VENEZUELA/COLOMBIA: Chavez Rejects Electricity Offer; Now Reconsidering.
WSJONLINE/PM UPDATE/ Venezuela at first rejected Colombia's offer to sell it power during Venezuela's self-imposed "electricity emergency" because an official says "the electricity system in the country will have normalized by May." Now reportedly the Chavez government says it would consider buying power from Brasil, or even from Colombia despite its long diplomatic and trade dispute. Ecuador also says it has overcome its energy crisis and could export electricity to Colombia and Venezuela.
