VENEZUELA/COLOMBIA: Chavez Rejects Electricity Offer; Now Reconsidering.

WSJONLINE/PM UPDATE/   Venezuela at first rejected Colombia's offer to sell it power during Venezuela's self-imposed "electricity emergency" because an official says "the electricity system in the country will have normalized by May."
